Merkel is probably the closest thing, but everything's very scattered. It's not Trump, but it'll likely return to being Biden soon enough.

Germany has the largest GDP and the most people in the EU, so they have a lot of soft power. They need to increase their military spending so that their GDP matches their military potential. Merkel is the leader of the free world now.

Trump is buddies with Putin, and has taken a hostile stance to long time NATO allies, disgusting. It is going to take decades to recover from Trump's foreign policy.

If defined as the NATO leader most interested and influential in strengthening liberal democratic institutions, with the ability to speak for the alliance at large, of course it is Merkel. The US is currently a half-member to these alliances with Trump interested in other things. It will be Biden once he is elected. Shortly thereafter, Merkel is retiring, and the most likely backup then becomes Macron in the absence of American leadership.
