1. The legal age to purchase and consume alcohol in Lincoln shall be 20 years of age.

I don't support this and think that we really don't want to make it easier for people to get drunk, etc. I'm opposing this for obvious reasons.

2. No jurisdiction in Lincoln may any law prohibiting the legal consumption of alcohol in public places except while operating machinery which may be dangerous to operate under the influence.
  2.1 All such policies are hereby repealed.
3. This act shall take effect 1 month after passage.

I propose this amendment. Section 2 is struck. Counties, municipalities, and other jurisdictions have the right to prohibit the sale and consumption of alcohol in public places.

I will not sign a bill that raises the drinking age and levies such a brutal tax on alcohol. The original bill was fine and I don't really want to sign the bill without section 2.

My reason why we should lower to drinking age to 18: If an 18 year old can join the military or they can smoke, get married, work full time, and they are treated as a adult legally,  a 18 year old should have the right to drink alcohol.

S019's amendment is extreme and I do not support it. The drinking age is fine at 21 and would be fine at 18. If we allow people to join the army, vote, and take out various loans at the age of 18, they should be able to drink.

Upon reconsideration, I also support section 2 and thus the bill as originally sponsored.

Honestly if I was a Councillor I'd legalize drinking in the streets. I can see an anti-binge drinking argument for making drinking on the streets illegal though.

However, the drinking age should definitely not be any higher than 18. Hell, I'd even do what Germany does and legalize beer and cider (but not spirits) for 16 year olds!
