I think that current laws against damaging public property are sufficient, I don't see why this bill is needed.

I'm not entirely sure how a ballot referendum or a legislature vote on the regional level would work in this case anyway. If there were to be a referendum or vote because some locals want their town's statue/s to be taken down, I'd assume that it would be done by the local council, not at the regional level.
