Elizabeth Dole probably was one of the stronger possible Republican nominees in 2000, but I'm not sure she'd win a Republican primary (certainly not against Dubya).

Gore flips New Hampshire, and wins the White House.

Al Gore/Joe Lieberman 49.878% 271 EV
Elizabeth Dole/John McCain 49.872% 267 EV

Why would New Hampshire flip?

McCain may have a connection of sorts with New Hampshire, but Dole is in my opinion slightly weaker a candidate in New England.
