I'm thinking places that are white but whites in those states skew more liberal than average (IA, MN, ME). People who are less reliable voters tend o have views more in line with their demographic group nationally.

Florida, In 2016 Hillary got more votes than Obama 2012 in the state.

I think that has more to do with the population growth between 2012 and 2016 than turnout.

The fastest growing part of Florida since 2012 has been the Villages. That's a huge factor in why Florida was resistant to Democrats in 2018.
