IMO, yes. He only has a fake main residence in Vienna with the only purpose to run in the election. In fact, Strache is now 100% a Lower Austrian and should be banned from Vienna.

Usually, if an election commission bans someone from running there's a big controvery because "dictarorial measures", but in this case this ain't controversial. Strache is an illegal immigrant to Vienna and needs to be deported back to Lower Austria where he lives most of the time.

With ca. 10% undecided, Strache still has a shockingly high vote potential of 15% in Vienna, who'd consider voting for him or not ruling him out.

That is more than the 4% who currently say they'd vote for him ...

Update:

Vienna has allowed Strache to run.

There's still an Administrative Court ruling coming though, but it's not really likely that they will strike down the ruling of the 3rd district election commission.

Bad decision IMO.
