Cotton isn't a candidate that can appeal to moderates. Harris wins, she'll lose in 2028 but has 4 years until then.

Vice President Kamala Harris (D-CA)/UN Ambassador Pete Buttigieg (D-IN): 389 EVs (~52%)
Senator Tom Cotton (R-AR)/Senator Cindy Hyde-Smith (R-MS): 149 EVs (~46%)

Assuming that the economy is good & that the Biden/Harris administration isn't extremely unpopular for whatever reason (so GOP enthusiasm is fairly low), the Harris/Buttigieg ticket wins easily.
