This has been an ongoing issue, and just another part of the broader struggle for influence over the country. China loaned billions to Correa's government (partially payable in oil). Now that Correa's out and a pro-Western (and austerity-minded) leader is in, the loans are an issue. As a way to balance China's influence and provide some support to Moreno, the US deployed some military aircraft to the San Cristóbal airport on the Galápagos. The stated purpose was for anti-drug trafficking flights, but if they happen to notice this kind of activity and direct the Ecuadorian navy (there's a base on San Cristóbal, adjacent to the airport) toward the Chinese vessels, not a bad side effect.
