President McCain meets with Speaker-Elect Nancy Pelosi and the Governors of Virginia and Maryland to prepare for potential protests in DC on January 6th 2009

McCain: I had just had a meeting with Speaker-Elect Nancy Pelosi to discuss ways to prepare security for potential protests on January 6th of next year when Congress will be in a joint session to count the electoral votes then vote to break the tie on who will be our next President or Vice President. As we all know this election has been the closest election in any of our lifetime and with the outcome still up for grabs I can understand why things can be heated and potentially out of hand. So due to that reason the Speaker-Elect and I have been discussing ways we can ensure that we can conduct our electoral process smoothly without interruption while at the same time protecting the right of our citizens to peacefully protest.

Now it is also critical that we also ensure the safety of every day people along with other government employees in Washington DC which is why I also spoke with the Governors of Virginia and Maryland to ensure that and they both have agreed to keep their national guards on standby just in case protests in any area of the DC Metro area goes out of hand . Lastly I want to make this clear to people who want to come to DC that day to protest and that is you have a right to protest but you do not have a right to riot. I can understand that losing an election like this may hurt a lot given how close it was but the solution to that is to work towards winning the next election and not violence which is why any protest that turns violent will be broken up immediately and perpetrators of that violence will be prosecuted to the fullest extent of the law.

Thank You and may you all have a nice Christmas Vacation

President McCain's handling of the transition boosts his approvals

McCain's Approvals:

Approve: 55%(+3%)
Disapprove: 44%(-3%)

Approval of McCain's Handling of the Transition:

Approve: 80%
Disapprove: 15%

Who Should Congress Elect as the next President:

Hillary Clinton: 50%
George W Bush: 49%

Cooper: As you can see the President's approvals have gone up given the public has widely approved of his handling of this transition period and also our poll on who should congress elect as the next President is pretty much a tie so it really will be up in the air to who our next president will be.

If Congress denies Hillary Clinton the Presidency having gotten substantial more Votes on the Popular Vote, more than Al Gore got in the OTL in 2000 that would make governing pretty hard.

With these approval ratings on election day, Bush may have pulled it off (though no guarantee, Hillary in 2016 didn't benefit from Obama's regained popularity).

I guess most apprval ratings tend to go up in the transition period. Even Poppy Bush left office with 56% approval rating if I remember correctly.

Yah approval ratings tend to usually go up in the transition period as even George W Bush’s approval I believe in Gallup went from the mid 20s to mid 30s in the OTL transition period .

Congress Gathers to Count the Electoral Votes:

Souce: https://www.pbs.org/newshour/extra/app/uploads/2019/02/RTX6LFXE-1024x683-e1549455385158.jpg

Blitzer: All right with Wyoming counted the tally officially will be 269 for Bush and 269 for Clinton and there will be a contingent election. Now lets go back to the Vice President for an official declaration of this tally

Danforth: The State of the Vote for President of the United States as delivered to the President is as follows , the whole number of electors appointed to vote for President of the United is 538 which a majority is 270. George Bush from the state of Texas has received for President of the United States 269 votes, and Hillary Clinton from the state of New York has received 269 votes. No Candidate having received a majority of votes is sufficient enough to declare a contingent election being called for President of the United States.

The State of the Vote for Vice President of the United States as delivered to the President is as follows , the whole number of electors appointed to vote for Vice President of the United is 538 which a majority is 270. Bill Frist of the state of Tennessee has received for Vice President of the United States 269 votes, and Jay Rockefeller of the state of West Virginia has received 269 votes. No Candidate having received a majority of votes is sufficient enough to declare a contingent election being called for Vice President of the United States

Blitzer: And there you have it a contingent election has been declared for President and Vice President

Contingent Election Round 1:

Contingent Election in the House:

Hillary Clinton: 25
George W Bush: 24
No Vote: 1

Continent Election in The Senate:

Jay Rockefeller 54
Bill Frist 46

Blitzer: As we expected the senate has voted on party lines to elect Jay Rockefeller as our next vice president of the United States. With that we will return to a joint session where the joint session will at least able to certify the election of Vice-President Elect Rockefeller before the house adjourns for an unknown amount of extra ballots before either Senator Bush or Senator Clinton get to 26 votes.

Danforth: The State of the Vote for President of the United States as delivered to the President is as follows , the whole number of votes eligible to vote for President of the United is 50 which a majority is 26. Hillary Clinton from the state of New York has received for President of the United States 25 votes, George Bush from the state of Texas has received 24 votes and one vote has abstained . No Candidate having received a majority of votes is sufficient enough to declare a contingent election being called for President of the United States

The State of the Vote for Vice President of the United States as delivered to the President is as follows , the whole number of votes eligible to vote for Vice President of the United is 100 which a majority is 51. Jay Rockefeller of the state of West Virginia has received for Vice President of the United States 54 votes and Bill Frist of the state of Tennessee has received 46 votes. This announcement of the state of the vote by the President of the Senate shall be deemed sufficient declaration of the person elected Vice President of the United States beginning on the term of the 20th day of January 2009 and shall be entered together with the list of the votes in the journal of the senate and the house of representatives .

Given the close Presidential Election a thought should be given to amend the constitution to hold a 2nd Contigent Election where the Popular Vote Winner is elected if the Electoral Vote is a TIE and no one receives a Majority of State Delegations in the House.

It would only be fair to do this so if there is by some accident another Electoral Vote Tie in future Elections & and no one receives a Majority in the House Delegations the Popular Vote Winner will be declared the Winner of the Presidential Election.

Why is MS not 3-1 D? In real life, Dems decisively won 3 of the 4 seats in the state in 2008.

Eh for Specials I don't know if I would consider this decisive especially that round 1 result here:

Congress Gathers to Count the Electoral Votes(Continued):

Souce: https://www.pbs.org/newshour/extra/app/uploads/2019/02/RTX6LFXE-1024x683-e1549455385158.jpg

Contingent Election Round 2:

Contingent Election in the House:

Blitzer : Congressman Gene Taylor from Mississippi announced he would be breaking the tie in Mississippi by voting for George W Bush and due to that this is how the vote has ended up in round 2

Gergen: This is not that much of a surprise as Congressman Taylor is considered arguably the most conservative Democrat in the House, and given the fact he voted to impeach President Clinton 10 years ago this isnt really much of a surprise.

Blitzer: Ok lets now put up a map of the results of Round 2 for the viewers to see as the senate now will be coming back into the room in a second for these results to be announced.

Hillary Clinton: 25
George W Bush: 25

Danforth: The State of the Vote for President of the United States as delivered to the President is as follows , the whole number of votes eligible to vote for President of the United is 50 which a majority is 26. Hillary Clinton from the state of New York has received for President of the United States 25 votes, George Bush from the state of Texas has received 25 votes . No Candidate having received a majority of votes is sufficient enough to declare a contingent election being called for President of the United States

Blitzer: Ok so we we will now being heading to another vote which from sources we are told could be pivotal

Gergen: Yes Some of the Swing Representatives now to watch on the Democratic side are Congressman Bart Gorton, Congressman Heath Shuler and on the Republican side Delaware Congressman Mike Castle as there vote could really decide who wins or loses there states.

Contingent Election Round 3:

Blitzer: Ok Delaware is up and as you can see Congressman Mike Castle has gone up to cast his vote
and now lets go to the house as the result is being read out

House Clerk: The State of Delaware has voted as following: 1 vote for Hillary Clinton and 0 votes for George Bush which means the state of Delaware will officially cast its vote for Hillary Clinton

Breaking News: Delaware Congressman Mike Castle Switches Vote from Bush to Clinton
Blitzer: This is big news indeed as this means if Hillary Clinton can keep all her votes from the previous round than she will be the next President

Gergen: Yes and now it also makes it easier for Congressman Bart Gorton and Congressman Heath Shuler to not switch as now not switching will end this in this round itself. We will see though.

Blitzer: Representatives from the State of North Carolina are now voting so lets stand by and see the results

House Clerk: The State of North Carolina has voted as following: 7 votes for Hillary Clinton and 6 votes for George Bush which means the state of North Carolina will officially cast its vote for Hillary Clinton.

Blitzer: Now just Tennessee is left

Gergen: Yup

Blitzer: Representatives from the State of Tennessee are now voting so lets go to see how they voted

House Clerk: The State of Tennessee has voted as following: 5 votes for Hillary Clinton and 4 Votes for George Bush which means means the state of Tennessee will officially cast its vote for Hillary Clinton.

Blitzer: Alright there it is barring any major surprises , Senator Hillary Clinton will be the next President

Gergen: Yup

Breaking News: Hillary Clinton To Be the 44th President of the United States

Blitzer: With Wisconsin now officially having gone to Senator Hillary Clinton , CNN is now able to say that Hillary Clinton will be the next President of the United States defeating George Bush in the arguably the closest election in American History to become the first Women elected to the Presidency.

Source: https://commons.wikimedia.org/wiki/File:Hillary_Rodham_Clinton-cropped.jpg

Carville: It was indeed an extremely tight election and while I wish we won outright it is still better than the feeling we felt during the past couple of elections.

Bennett: Listen losing any election like this is tough , like I mean very tough but the fact is there was gonna be a winner and loser and the fact is Hillary Clinton will be the President of all of us and I wish her success

Blitzer: Ok lets now show the viewers what the map looks like

Hillary Clinton: 26
George W Bush: 24

Blitzer: We have been told that Senator Bush has congratulated Senator Clinton on the Senate Floor where we are told they were watching on CSPAN the House Vote and are now heading to the House Floor for the results to be made official

Gergen: We are also told that Senator Bush will give his concession speech at 8 PM Eastern from the RNC Headquarters in DC and Senator Clinton then will give her victory speech at 8:30 from the DNC Headquarters in DC .

Blitzer: That is good to hear and we will of course be covering that live as well. Ok now lets go over to Vice President Danforth

Danforth: The State of the Vote for President of the United States as delivered to the President is as follows , the whole number of votes eligible to vote for President of the United is 50 which a majority is 26. Hillary Clinton from the state of New York has received for President of the United States 26 votes(Standing Ovation), George Bush from the state of Texas has received 24 votes(Standing Ovation) . This announcement of the state of the vote by the President of the Senate shall be deemed sufficient declaration of the person elected President of the United States beginning on the term of the 20th day of January 2009 and shall be entered together with the list of the votes in the journal of the senate and the house of representatives . The Purpose of this Joint Session being completed pursuant to the senate concurrent resolution to the 111th congress, The Chair Declares the House Session Dissolved(Standing Ovation).

Rep. Mike Castle did absolutely the right thing here. Delaware is a big Blue State and has shifted more Democratic for the last 20 years since George H. W. Bush won it in 1988.

Tough for Senator Bush but he will still be a Senator from Texas and although there are lots of differences between him and Senator Clinton there are also a lot of things they can both work on.

I suspect the last Post for this TL will be President McCains Farewell Press Conference and after that OSR will likely switch to the new TL.

Maybe he calls it Madame President.

I know the Republican Party is different than OTL, being a bit more moderate, but I wonder if that's going to change now in the wake of this defeat. Also, is Mike Castle going to face a primary?

Excerpts from Senator George W Bush's Concession Speech:

Bush: A Few Hours Ago I congratulated Hillary Clinton on winning the election and I pledged to work with her where we can over the upcoming years to help make our nation a better place like we all want it to be(Applause). Losing an election is never easy especially one as close as this one but it is important we do not let a sense of pride get in a way of uniting a nation after an election like this one and I also let the President-Elect know that I will do my upmost in helping her unite our nation because at the end of the day we are not Republicans First nor Democrats First but Americans First(Applause).

I also want to thank everyone who worked and supported this campaign because without your hard work and votes we would never have come as close as we did(Applause). I also want to let them know that while I may have lost , the ideas we fought for on this campaign trail are not lost and that if you continue to fight for those principles , it is my belief these ideas will become public policy one day(Applause). Elections can be lost but ideas are only lost if people who are fighting for them give up and I can tell you that I will never give up(Appluase). Thank You May God Bless You and May God Bless America

Excerpts Hillary Clinton's Victory Speech:

Clinton: A Few Hours Ago I spoke with George W Bush and congratulated him on running a spirited and tough campaign and he congratulated us on our election(Applause). We also spoke about uniting our nation after this extremely close election, and I look forward to working with him to do exactly that(Applause). To the millions of Americans who did not vote for me and are understandably disappointed at the outcome of the election , I want to let you know that I will do my best to fight for your interests just as much as I would for the millions of Americans who did vote for me because a President is just not the President of their party but a President of everyone in our country(Applause). Democrats and Republicans may not agree to the solutions to our problems but we all want to create a prosperous present and future , improve our healthcare system, make sure our kids have the best education possible and protect our country from danger and that is something I will try my best to accomplish(Applause).

As for this campaign I want to thank all the people who worked on this campaign as no victory on any campaign is possible without the hard work of campaign workers, volunteers and supporters and I will do my best to keep the trust you have placed in me(Applause). I also want to use this moment to thank all the great women in history like Susan B Anthony who fought so hard to ensure that every American regardless of gender have the same rights and can have the same dreams as today would not have been possible without their hard work (Applause). More importantly today shows to both our daughters can have the same dreams as our sons because our nation is a place where truly anyone can become anything they dream of becoming(Applause). Thank You , May God Bless you and May God Bless America

Governors Giuliani and Manchin fill vacancy of New York and West Virginia senate seats following the resignation of President-Elect Clinton and Vice President-Elect Rockefeller from the senate

Blitzer: Governor Giuliani announced earlier today he would appoint Joseph Mondello the chair of the New York Republican party to fill the seat of vacated seat of President-Elect Hillary Clinton. He has also said that Senate-designate Mondello has said he would only fill that seat temporary and due to that there will be a special election held for this senate seat held along side the local elections happening all across New York this upcoming November.

New York Senate: Chair of NY Republican Party Joseph Mondello

Source: https://commons.wikimedia.org/wiki/File:Joseph_N._Mondello_official_photo.jpg

Blitzer: In West Virginia Governor Manchin has announced his chief council Carte Goodwin will temporary fill the seat of Vice President-Elect Rockefeller until a special election can be held in the earliest possible moment. Many experts in West Virginia believe that Governor Manchin is expected to run for that seat but a special election likely wont take place till June or July.

West Virginia Senate: Attorney Carte Goodwin

Source: https://commons.wikimedia.org/wiki/File:Carte_Goodwin_Official_Photo.jpg

Blitzer: So Bill why for example is Governor Giuliani only appointing someone temporarily and not appointing someone who could gain incumbency advantage

Schneider: Well the fact is New York is a very democratic state at a federal level so the fact is a Republican senator no matter who likely would go in this an underdog. Due to this many potential Republicans for this seat likely would not want to give up their House Seat or State legislative seat to only likely lose and be out of office completely by this time next year.

That move to hold the New York Senate Special Election on the same Day New York City holds its Mayoral General Election was not very smart by Governor Giuliani. Not that the Republicans had any chance to begin with to win but that seals the Deal IMO.

I think Caroline Kennedy is going to run being washed over by then Governor David Paterson in the OTL.
