Twitter user ksituan northland (@kitsuan) created a map showing Ontario with 16 U.S. Congressional-sized districts (avg. pop. 840K - 2016 Census).

Here's my kick at the can: https://tinyurl.com/Ontario16CD

(1)  I allowed for a 1% deviation from the average population.
(2)  Don't mind the names.

Now draw a Democratic gerrymander--I assume Dems would have control given Toronto--which complies with the VRA.

I've created a quick-and-dirty map of the Toronto Area showing the racial distribution.  I used the same layout as the New York Times Mapping America maps, replacing Hispanic with South Asian.

A Chinese majority seat could be made by combining the red areas in Richmond Hill, Markham, NE North York and NW Scarborough.  By combining the gold areas in Brampton, NW Mississauga and N Etobicoke, there could be a majority South Asian district.  The Black areas (blue dots) are too scattered to create a Black majority seat.

What would the map look like with 19 seats as opposed to 16?
