Section 1 (Title)
i. The title of this Act shall be the "Free Parking Act."

Section 2
a. No jurisdiction within the Southern Region may charge a fee for parking a normally-sized vehicle on a public street, nor may any jurisdiction within the Southern Region limit the time of day a vehicle may park on a public street, provided other potential guidelines (such as fire lanes) are met.
b. No provision in this Act shall prohibit owners of private roads, parking lots, or garages for charging a fee for use of their lots.
c. No provision in this Act shall prohibit jurisdictions from limiting the amount of time a vehicle may park on a public street.

I am initially opposed to this legislation due to the revenue that is collected from fees. Parking tickets can certainly be a nuisance to citizens though.

While parking fees are annoying, sometimes the point of the parking fees is to ensure that people don't congest streets and can't take prime spots for the whole day. Especially when there are also parking lots available. While the regional government revenue won't be hit (Local Councils will). It's unfair to simply ban local jursidctions to set their own rules and rates regarding parking.

Yeah, I recognized that. And that's why I put in a provision that "No provision in this Act shall prohibit jurisdictions from limiting the amount of time a vehicle may park on a public street." So you could still have a 2 hour limit and have to register with a meter but not have to pay to park in the first place.

I think if you are going to regulate how long people can park, then there should be some sort of fee to compensate the enforcement costs.

Perhaps I'd be amendable to a situation where parking fee programs cannot be run for profit, but otherwise I don't think I will get on board with this legislation

Yeah, I'm not in favor of this, while parking fees are annoying they provide decent revenue to local governments. I'd be in favor of expanding the number of parking lots so that those who choose to can park in one instead of clogging up the street.
