I would honestly prefer the latter myself.

Examples of cases where this is an issue are Tyler County, West Virginia in the 1996 Presidential Race where a leading '1' digit was likely struck from Doles actual vote count, and Muskegon County, Michigan in the 2018 Governors Race where a trailing '0' digit was likely appended to a third party candidates actual vote count.

Currently, the system in place on atlas is to do the former.
