If a county already overwhelmingly votes for one party, occasional modest swings to the other party can happen just because there's nobody left for the party to pick up.

The Democratic vote going from 19.3 to 20.8 is just statistical noise. The Republican vote falling from 79 to 75 is about the residual dissatisfaction with Trump in small corners of the GOP electorate at the time.
