Would it be easier to just archive the existing Regional Board, and just have the new boards for new threads for each region, so that no old threads will need to be allocated?

I doubt that anyone wants to waste their time moving each thread, so I'd say so.
I disagree. I think it would be more convenient for all threads of post-reset regions to be included their respective regional board for sake of easier access when needing to research the current laws. But this wouldn't be that big of a deal since we have the wiki for that purpose, so I don't have strong feelings regarding that.
