National Popular Vote Interstate Compact, the green states are the one who have approved this agreement:

If he won the popular vote, he would pick up all the close Clinton states from 16', and the safe blue states + DC that is under the NPVIC would put all their electors to Trump, which would in turn backfire on democrats in this scenario.

It makes absolutely no difference if Trump gets 270 EV or 538 EV here.   If he actually won every state that would have down ballot implications but this doesn't. So I'd rather have actual fair elections than an ego boost from meaningless numbers.

The NPVIC of course only comes into effect once the total of signatory states is worth at least 270 electoral votes. So it will either have the desired impact or no impact at all.

I prefer CGP Grey's term "NaPoVoInterCo"

As seen here:

Not to mention, Biden is still getting one electoral vote from ME-01, barring a major nationwide landslide.

So, even if the NPVIC was in force today, Trump would still only get 537 EV in any "realistic" scenario.

From my understanding, this pact doesn't go into effect until they collectively equal 270 EVs.  And they don't yet.

So there's no way Trump can ever win 538 EVs.

The only way for Trump to win is making Pa purple again, I doubt that will happen, since the campaign isn't over yet and Dems are gonna aggressively defend PA in the Fall with House districts at stake

There's a few, far more realistic, ways he can reach 538 (and also do that somewhat more legitimately than described herein)
