I don't see much of a point in splitting Amador.
The Placer CD was about 8k short population-wise. That being said I could delete that split.
I think a different map might help. Trinity can go with the Emerald Coast, but I thhink Napa shouldn't go with Marin
I really like the districts you get in "Jefferson" with this arrangement. Napa in with Marin also helps the Yolo district take in all of Butte.

As the moment the Fresno question is unanswerable because I'm drawing the Bay Area and I'm going from north to south.

CVAP and Democratic margin of victory in CA-21 and CA-22? That CA-21 takes in many heavily white precincts.

That is false. Google Maps shows three roads crossing San Benito's eastern border.
Fair point in regards to Alpine County. I'll revise that.
Ok I see one now. Anyways it's not a COI to the Central Valley, San Benito belongs with the Central Coast. Those mountains shouldn't be crossed.
