In 2016, a majority of Los Angeles County voters in other cities and unincorporated communities combined voted against marijuana legalization.

Oh my bad old people but also Hispanics and other minorities possibly,, see Arizona where the white suburban district AZ 6 voted for it but the Hispanic districts voted against it.

I would imagine that predominantly Hispanic communities still voted for it. Probably Asians against and a slight majority of whites

Bans on plastic bags were passed there in 2011, before bans in many other areas were passed. Styrofoam containers were banned from restaurants there in 2007.
