Why is this county so competitive for both parties? It is rural and 83% white.

It's a historically very isolated Blue Dog Dem holdout county that now gets some academic spillover from Charlottesville.

Academic spillover plus a somewhat large recreation/tourism/expensive goods presence (e.g., skiing, craft beer, vineyards). In a rural county that stuff has a disproportionately large effect.
