Probably not, if it occurs during round two of the outbreak and the President being sworn in is Biden it could lead to him breaking William Henry Harrison's record for shortest presidency.

Depends on what you mean by public.

I expect there will be no balls or galas, and the inauguration ceremony will happen inside the Capitol rather than on the West Front.

Hasn’t had a heart attack though. Nor does he live on a diet of KFC buckets and Big Macs.

So I think he has a better chance than either of his also old rivals would.
