happier: I assume most European governments
less happy: MBS, Netanyahu, Putin (harder to sell the American dysfunction narrative with Trump gone), Bolsonaro
just as happy: Erdogan (could work with Biden, just as he works with Trump), Modi and Morrison (both of which would be important working partners for Biden), Boris (pluses and negatives of Biden vs Trump cancel out), Kirchner (would dislike America just as much as before)
unsure where to categorize: Khan, Ardern

Less happy: Kim Jong Un--if he is still alive.  And of course, Putin and Netanyahu.

More happy (or no change): Pretty much the rest of the world because sanity will have returned.
