For what it's worth, you have to dip slightly into Missoula County in order not to split the Flathead Reservation. But a tiny variation on proposal 2 (below) does keep all of the reservations together in the eastern district.

I like Proposal 4. Put Kalispell in the East (where it's culturally more aligned) and leave the rest of the mountain west in tact. Bozeman should not be in the east under any circumstances and punishing Whitefish because of Kalispell seems unfair.

The following map has been offered as a consensus proposal. It is a variant of Proposal 4. The total population deviation is 0.07%. This map only splits Flathead County, whereas the original version of P4 split Flathead, Pondera, and Glacier.


If the map were to be accepted, MT-01 would be R+1.7 and MT-02 would be R+33.1 by 2020 Presidential data. The original P4 was R+2.8 and R+31.8 respectively.



The meeting is in recess until 1:15 MST.

I'll be stunned if that's the map, especially as a consensus proposal. I would've figured splitting Flathead County would be a nonstarter. It's not the prettiest map, but it does create an extremely competitive western district (and at least it keeps all of Bozeman in the western district).

If the final map does have a district that only voted for Trump by 2 points, my instinct is think of it as a de-facto Dem district, unless Ds nominate someone who is a really bad fit for it.

Even all of the changes compared to the previous proposal seem to favor the Democrats - particularly that they swapped Broadwater and Jefferson in exchange for Park.

I also wonder why they removed the split of Pondera - that was to keep the Blackfeet Reservation together and I would have thought would have been preserved.

It is important to keep in mind that this map is only being selected as one that will be available for public comment when the next meeting is held October 30. No matter what map is selected for that purpose, it will not likely be the final enacted map for 2022.

It looks like an attempt to appease those that insist on putting Bozeman in the western district. It splits Gallatin County and weirdly juts out on the northern part, likely to move the western district a couple points to the right. I drew a map on the previous page that puts all of Gallatin County in the western district and all of Lewis and Clark in the eastern.

They are taking another break and will be back in a few minutes with at least two more proposals. One county split seems to be a semi-solid goal for right now.
