The district voted heavily Democratic, but Costa didn’t get a majority, despite being a longtime incumbent (other Democrats got over 20% collectively). What caused this?

Costa had a strong primary challenge from Esmeralda Soria.
Is Costa not very popular? Kimberly Williams also got over 5%.

He's a conservative Blue Dog Democrat who doesn't take his races seriously. In 2014, he won by just a few hundred votes to a farmer with no money.
