Yes, I think everyone would have been fine with a rescheduling if DeWine announced it as part of his actions taken on Saturday. Now Ohio is in chaos because he waited until the last minute and may or may not be possible to change trajectory.

The DNC has no control over primary dates. States choose to have their voting on a certain day. Some states desire to align their presidential primary with the statewide primary, making it that much more harder to push back. I would not be surprised if most states individually though start moving stuff back.

That just leaves NY before April will have been rightly abandoned. The only things left are the all mail elections out wast and for some reason, WI.
