This NRCC poll is a joke! Sample size 400 Valadao 52%, Cox 36%, Undecided 11%. Trump lost this district in 2016. Cox will ride the Democratic nominee's coattails in this D+5 district.

I mean I like Valadao...but...Cox is in a district that Clinton won by 15%. Valadao won't flip that seat back, especially with it trending Democratic. Lean Democratic for sure.

This much is true. Cox is a scandal-plagued and weak incumbent, but now that he has the seat, it is unlikely (though still possible) that he loses it. A more formidable candidate than him would put this seat completely out of reach for Valadao and the Republicans. Nevertheless, this race is Lean D.

Not sure why you mentioned this poll now it's not recent. Anyways the Fresno Bee endorsed Valadao over Cox and Valadao has outraised Cox so far so it could definitely flip because of Cox's issues.

Is Valadao running as a Trump sycophant, or as an "independent voice"? Trump will get clobbered in CA-21.

Well he won in 2016 while Trump lost by like 15, so it could happen again.

He was an incumbent in 2016.

But now he isn't an incumbent.
