They all have strengths, but definitely Italy. Milan is easily one of the European cities with the best musical output.

Per capita for Europe though Denmark would probably win.

France has the best rap - Youssoupha, Disiz, NTM, MC Solaar

Germany has the best rock and indie - Die Toten Hosen, Wizo, ZSK

Italy has... Laura Pausini, Gigi D'Agostino and a song about a little guy who lives in a blue world, and all day and all night everything is blue, like him, inside and outside. Blue his house with a blue little window and a blue corvette and everything is blue for him.

Ah, the 90s were truly a golden era for pop music

Cinema Paradiso's themes came from Italy, that really should tell all.

Yeah Laura Pausini is a great singer, perhaps my favorite Italian one even though you have some other greats from Italy as well, like Zucchero (for English speakers, he did a duet with the singer Paul Young for Sensa Una Donna), Amadeo Minghi or Eros Ramazzotti, and this is just staying on the subject of pop.

And then even in French some of the best singers were Italian or of italian descent, like Claude Barzotti, Richard Cocciante, Hélène Ségara and of course Dalida.

1980-1995 more or less

But yeah late 80s were the best, followed by early 90s

I initially thought this post was about pop music, and I didn't see how this was even a contest.

The German-speaking world has given us Falco, Rammstein, Nena, Lou Bega, Milli Vanilli, and Peter Schilling.

By contrast, I can't think of any prominent French or Italian pop songs since Dominique and Volare.

That's a hard question. The French have Lully and Rameau, the Germans Bach and Handel, and the Italians Corelli and Vivaldi. In the end I went with Germany.

Bach, Mozart, Beethoven, Schubert, Haydn, Handel... Is this really a question? It is because of the great German classical music that it exists as a broadly popular art form today.
