According to this Frederick county would have the 2nd richest citizens on average, third highest employment, and the lowest poverty rate in the state as well as a decent population. This sounds like a state cash grab to me.

Frederick was one of three counties originally "invited" to join West Virginia, but unlike Berkeley and Jefferson, it refused the offer and stayed in Virginia.

Well, as has been discussed before, the East Panhandle of WV would be a better geographic fit with Virginia and SW Virginia would be a better fit in WV but that kind of switch would make WV even older and poorer, so that's not a great idea either.

It makes a lot of sense to call for a county to join a state that is economically weak and losing population all the time.

No, and this isn't a serious effort either.  It's just a silly little resolution by a state with an inferiority complex.

There are some minor boundary issues, mainly with the Mississippi River changing course that have never been dealt with and I guess never will. I also have some vague memory of a handful of people being switched from VA to NC or vice versa in the last decade because of an old surveying error.

I don't see why Congress would need to approve. Congress admits states, but nothing in the Constitution says that Congress has to approve changes to state boundaries (as long as it doesn't result in the creation of a new state (including by combining multiple states)).

New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or Parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.

Really, this would be a win for everyone except the people of Frederick County, Virginia.

Kind of an amusing side note, WV was excited to announce that Clorox is building a new plant in Berkeley Co (just across the border from Frederick) that will bring 100 jobs to manufacture cat litter.
