In his first remarks as Speaker-elect, Santos Silva promissed to be "impartial, restrained and unifying". He praised his predecessor, Ferro Rodrigues, and then thanked the Portuguese overseas. He also attacked those who use patriotism in order to be nationalists, saying that the nationalists hate other nations, and shut down their own. He also said that under his Speakership only hate speech will be forbidden in the chamber, as it's a speech of insult and not debate. All parties, except CHEGA, applauded the speech.
In the party's reactions, the PS applauded Santos Silva speech, adding that the PS was always a party that fought against fascism and that the party will always fight for democracy. The PSD highlighted that with a majority government, the PS has no excuses to not reform the country, adding they are willing to help if necessary. CHEGA criticized Santos Silva's speech with Ventura saying that he's not ashamed of saying he loves his country and that the party will be a voice for the common man. IL accused the PS of confunding itself with the State and promissed a strong opposition. PCP warned about the dangers of absolute majorities, while BE talked about the "imperialism" that started the war in Ukraine and that Parliament should guide itself with values of peace.
When Santos Silva wanted to give a minute for the single MPs of PAN and Livre, Ventura asked to talk and complained that in 2019, he was forbidden to do the same, thus, criticizing the double standarts regarding CHEGA. PAN thanked the gesture from Santos Silva, while Livre criticized CHEGA.
