Évora is lovely. Took a road trip down there this summer and then over into Badajoz.

A very well preserved city and very pleasent to visit. Smiley

Alongside floods, which could also repeat this evening as heavy rain is forecast, a cow on the loose created panic in a the north of Lisbon city:

The animal was then shot down by the police:

Quote
A cow that was on the loose near the Second Circular, in Lisbon, was shot down this Saturday by the Public Security Police (PSP) for "representing a danger to vehicles and people".

According to information provided by the PSP to DN, the animal was located around 6:00 pm between the Militar School and the Colombo Shooping Mall and was shot down at 6:10 pm.

According to publications on social media, the cow caused traffic disruptions on the Second Ring Road. The moment was captured in videos published on the social network Twitter.

More floods in Lisbon city and in the metro area:

Important highways to enter the city were completely flooded, several people lost their houses and schools across the city and the metro area are closing down.

Public transportation is also heavily affected by the floods. Hospitals are also affected with a few having floods in the emergency rooms. Many roads are closed and the mayor of Lisbon, Carlos Moedas, is advising people to avoid coming to Lisbon and also advising people to not leave their homes.

In Campo Maior, Portalegre district, and near the Spanish border, floods are creating havoc in several parishes:

Quote
[Bad weather] In Campo Maior, in the district of Portalegre, the lower part of the village was flooded this Tuesday and several houses were flooded, some with water up to the ceiling, according to the City Council, which plans to trigger the Municipal Emergency Plan of Civil Protection.

In other areas, people have also lost their homes: In Pombal, Leiria district, 4 people lost their house because of flash floods, the same number in Évora district.

Portugal's purchasing power drops to 75.1% of the EU average in 2021, and it stands at 16th place out of 19 countries of the Euro Zone:

Quote
Portuguese GDP per capita moved away from the European average in 2021. It is the 16th among the euro countries

Quote
The Gross Domestic Product per capita (GDPpc) of Portugal, expressed in Purchasing Power Parities (PPC), retreated from the European average in 2021, revealed the National Institute of Statistics (INE) this Thursday. It was 75.1% of the European Union (EU) average, which represents a drop compared to 2020, when it had reached 76.2%.

Taking into account the figures calculated, “Portugal thus occupied the 16th position among the 19 countries of the Euro Zone and the 20th of the EU” last year, notes the statistics office.

The impact of the pandemic on tourism was one of the factors affecting Portugal’s performance, with “with the exception of Croatia, the countries whose tourism-related activities had a more significant weight in 2019 were among those that showed the lowest GDPpc recovery, measured in PPC, in 2021 compared to 2019 (year before the pandemic)”. Portugal was the second most penalized country.
(...)
INE also made available data on Individual Consumption Expenditure per capita, which “constitutes a more appropriate indicator to reflect the well-being of families”, and which stood at 83.6% of the EU average, also lower than the previous year. (83.9%). In this indicator, the country ranks 14th in the Euro Zone and 19th in the EU.

Comparing with other European countries, there is a “high dispersion of the GDPpc volume indicator measured in PPP in the 27 EU Member States”. Luxembourg (268.5) has the highest index, corresponding to more than two and a half times the EU27 average, and is also almost five times higher than Bulgaria (57.5), the EU country with the lowest value.

Secret report, now unveiled, shows that airplane accidents have been avoided almost by "miracle" as air controllers forge presences and watch TV rather than paying attention to airplanes:

Quote
Secret report reveals serious flaws in air control in Portugal

Quote
A report by the Office for the Prevention and Investigation of Accidents with Aircraft and Railway Accidents (GPIAAF), whose content was revealed this Friday by Expresso, revealed two serious failures in air control in Portugal, which almost resulted in accidents, in space of just over a year.

On the night of April 27 last year, a Boeing 737 cargo was 300 meters horizontally and 150 meters vertically from the Follow Me airport vehicle when taking off from Porto towards Belgium.

A little over a year later, on the morning of May 13, Ponta Delgada airport experienced a similar episode, when a TAP Airbus 321 was authorized to land when a Follow Me was on the right line of the runway - plane and vehicle were separated for 280 meters.

In both incidents there was only one controller in the tower, when four more elements should have been at work in Porto and two more in Ponta Delgada. And they were not by decision of both operators, also supervisors, who signed fictitious presences in the workplace, which were remunerated.
(...)

From TSF radio:

A report by the Office for the Prevention and Investigation of Accidents with Aircraft and Railway Accidents points to serious flaws in air traffic control at Portuguese airports. The secret document, to which Expresso had access, mentions failures such as manipulated attendance and punctuality records or controllers who have a television to pass the time. The report even considers that there were "accidents that were avoided by exceptional circumstances".

Portuguese police, tipped by the FBI, prevents a terrorist attack for tomorrow in a Lisbon University:

Young man accused of plotting an attack at a Lisbon University acquitted of the crime of terrorism and sentenced to a 2 years and 9 months in a psychiatric prison:

Quote
João Carreira was acquitted of the terrorism crimes he had been accused of. He will serve his sentence in an establishment intended for the unaccountable

Quote
João Carreira, 19 years old, accused by the Public Ministry of planning a terrorist attack in February this year on the Faculty of Sciences, in Lisbon, met his sentence this Monday at the Campus da Justiça. The student from that college was arrested at that time by the Judiciary Police after an FBI alert.

Judge Nuno Costa sentenced him to 2 years and 9 months in prison for the crime of using a prohibited weapon, highlighting the “large” number of weapons that the Judiciary Police found in his apartment, in Olivais, on the day of his arrest. João Carreira will serve his sentence in an “establishment destined for non-imputable people”, not specifying whether he will remain hospitalized in the Hospital-Prison of Caxias.

And he considered that “the community is not prepared to receive Mr. João, nor is Mr. João ready to return to a life outside because of the danger he revealed in this case”.
(...)
In addition, the magistrate claimed that João Carreira did not belong to a terrorist network such as the Islamic State. And he gave the example of lone wolves who act alone but inspired by these extremist groups. “And none of that happened here.”

The judge also recalled that it made no sense to charge him with an attempted crime of terrorism or training for terrorism since João Carreira was not preparing any trip to the bosom of a terrorist organization.
(...)

During the trial, João Carreira confessed he wanted to kill and stab people but was postponing it because he felt he didn't had the courage to do it:

Quote
João Real confessed in the courtroom that he already had interests from behind in mass murders, namely school shootings. “It started in 2018 after I saw videos about a mass murder, and I kept seeing more videos like that. I was fascinated by these murder videos. I wanted to know more about these people. The interest was increasing and I contacted people through social networks.”
(...)
And why did João Real not go ahead with the plan on one of those days? “Because I didn't want to. I guess I didn't really want to do that.” This indecision was due to the fact that he did not think he had “the courage to kill a person”. One of the contradictions that became evident in his testimony. He later said in court that he bought the material just to "show it to some people" in these virtual communities. “Everyone will have their 15 minutes of fame, as Andy Wahrol says.”

A High-School in the suburbs of Lisbon was vandalized during the weekend. Nothing was stolen and the school board says that damages are worth 150,000 euros:

Quote
“Pure destruction.” High-school vandalized in Carnaxide — damages will be in the order of 150 thousand euros

Quote
The Camilo Castelo Branco High-School, in Carnaxide, in the municipality of Oeiras, was the target of “acts of vandalism” over the weekend, the Public Security Police (PSP) informed Lusa this Monday.

According to an official PSP source, a school door was broken into, with broken glass, several vandalized spaces, including bathrooms, and several damaged objects, namely technological equipment.

The same source stressed that there is no record of any theft, with the police taking steps to find out what happened.

"There are no suspects identified so far", said the PSP, mentioning that testimonies collected by the police show that the acts took place over the weekend.

According to SIC, which reported the incident on the spot, the school management admits losses of around 150,000 euros. The director of the group, António Seixas, told the same station that he thinks that this act of vandalism was carried out by people who knew the school establishment. “Pure destruction.”

“Whoever came here was already prepared to destroy because, according to the police, they were wearing gloves, so there are no fingerprints”, said António Seixas, detailing that the authors of the act “used the fire extinguishers to destroy the crockery and glass” — and deactivated the alarm.

The Ministry of Education has already been informed, and a regional delegate was at the school during the morning, informs SIC.

Two students, aged 14 and 15, surrendered to the police this morning and assumed responsibility for the vandalism in the school. A third student is also involved and is being hunted by the police. All of the students, involved in this situation, attended the vandalized high-school. The school board and the Education ministry is discussing the penalty these students will face.

The declines in Vila Real, Portalegre, Garda, and Evora are utterly brutal. Ouch.

A late follow up for this comment: The "aging of Portugal" since 2001:

Yellow - Municipalities with more younger people than older.
Blue - Municipalities with more older people than younger.

Thanks for the reply. It's a sea of blue so big Vasco da Gama could sail across it without much trouble.
It seems that the islands areas are demographically healthier than the mainland? The blue spots in Madeira caught my eyes, though.

One of the comments to this tweet is literally "Floods in Portugal". Wink

Well, Madeira and Azores have the lowest life expectancy rate in the country: 78,5 years for Madeira and 78,0 years for Azores. The national average is 81,1 years. The blue spots in Madeira are the most underdeveloped areas in the island. The majority of the population in Madeira is concentrated in the South part of the island: Ribeira Brava, Funchal, Santa Cruz and Machico. In these 4 municipalities, the airport, hospitals, industries and the Madeira "Exclusion Zone" are located.

Although both regions have also lost population in the last 2 decades, the "generation renovation" is higher than in the rest of the country, mainly, probably, because of the low life expectency.

I assume this is because 50 years ago, Madeira and Azores were the most neglected areas of the country. Poverty and harsh living conditions were widespread across the islands. In Azores, there was even the stories of mothers literally "selling" their newborns to US Military families in the Lajes air base just to have money and/or food for the rest of their children. Even though both archipelagos made a long road for recovery, especially Madeira, they still have the scars of their recent past: the highest poverty rates in the country, low life expectancy.

Catholicism is stronger in rural areas in the North and Center: Braganza, Vila Real and Guarda districts have all municipalities with Catholicism above 90%. Azores and Madeira have the highest share of Catholics in the country. The Lisbon metro area has a strong share of other religions, especially Islam and the highest share of non-religion people. Algarve has the lowest share of Catholics and the highest share of Protestants, probably because of high UK population in that region.

Quote
The year-on-year rate of change in the Consumer Price Index (CPI) fell to 9.6% in December, compared to 9.9% in November, according to the flash estimate advanced this Friday by the National Institute of Statistics (INE ).

According to INE, "based on the information already collected, the year-on-year rate of change in the Consumer Price Index (CPI) will have decreased to 9.6% in December, a rate lower by 0.3 percentage points than that observed in the last month".
(...)

Bad weather: Part of the wall of the ancient Valença Fortress collapses because of heavy rain:

Part of the wall of the Fortress of Valença colapses

Quote
Part of the wall of the Fortress of Valença collapsed this Sunday, with the municipal coordinator of Civil Protection and the mayor of the municipality being in place, revealed a source from the national command of the National Civil Protection Authority (ANPC).

"At 13.59 we received information that part of the wall of Fortaleza de Valença had collapsed, and the municipal civil protection coordinator, as well as the mayor, were on the spot monitoring the situation", the ANPC spokesman told Lusa.

The Fortress of Valença, in the district of Viana do Castelo, has been classified as a National Monument since 1928 and bad weather must be the reason why part of the wall gave way, said the official.

Already in a balance made to Lusa, around 15:00, by the head of the local Civil Protection, Eduardo Afonso, it was mentioned that "other parts of the wall are at risk".
(...)
"This fortress is our ex-libris. It is Valença's calling card. In fact, a candidacy for World Heritage is being prepared", recalled the mayor.

José Manuel Carpinteira took the opportunity to appeal to the population not to go to the fortress and comply with the Civil Protection safety advice.

A lot of roads and villages suffered floods in Viana do Castelo district, where Valença is part of.

After Lisbon last month, Porto city, and some of its suburbs, were hit with flash floods after heavy rain:

Subway stations and a lot of roads were flooded. Adding to this, a lot of mud and rocks from a few Porto Subway expansion construction sites, aggravated the situation by creating damages in shops and in pavements. In fact, some locals blame the Porto Subway expansion works for the floods as it may have blocked the water drainage system.

A controversial proposal: Portuguese singer proposes changes in the National Anthem to make it less warlike:

Quote
Dino d'Santiago wants to change the national anthem. "Let's not cry to arms anymore, to arms"

Quote
The singer Dino d'Santiago liked to change the national anthem. It was after a performance this Friday, January 6th, within the scope of the conference "Leave the World Better", which took place at the Champalimaud Foundation, in Lisbon, organized by the newspaper "Expresso", that the Portuguese artist spoke about the weight bellicose of "A Portuguesa".

"It's about time we had a less bellicose anthem, one that encourages wars less, let's not shout to arms anymore, to arms, let's not fight against cannons anymore, let's not march against cannons anymore", said Dino d'Santiago.

The singer also added that the change must happen with the new generations in mind. "Our children no longer need that and the new emancipation can no longer be territorial, it must be mental, spiritual and with love. It is a challenge that I launch."

"A Portuguesa", the Portuguese national anthem, was composed by Alfredo Keil, with lyrics by Henrique Lopes de Mendonça, in 1890. The theme became the anthem of Portugal in 1911.

The Medical Bar Association and the IGAS are analyzing 22 cases of alleged malpractice by the hospital's surgical team.

Two surgeons at the Fernando Fonseca hospital, better known as Amadora-Sintra, denounce cases of “deaths and mutilations” in the hospital, allegedly due to bad practices by the surgical team. The process is being investigated by independent experts appointed by the Doctors Bar, Expresso reports.

The complaint was admitted to the hospital in October 2022, as confirmed to the weekly newspaper by the administration of Amadora-Sintra. Initially, 17 patients were referred, but the number rose to 22 at the end of November.

According to the letter sent to the Doctors Bar, to which Expresso had access, one of the complainants claims that the issue is not related to “a particular doctor”, but it is “a systemic situation”. He also writes that it is his “ethical, professional, personal, citizenship duty to warn those who have serious life and quality of life impairment situations, with mortality and unnecessary, avoidable mutilations, which result from providing care to the surgical patient that does not coincide with the legis artis”.
