What is your logic here?

So the probable best Texas division wouldn't be 5 or 7 but rather 6 with most districts here being the same but Austin and San antonio combining and they are relatively close and both on i35.

So it's basically the 4 biggest cities and their suburbs + the border counties + 2 other regions elsewhere?
