Considering how much of a boost Kemp got in the runoff, did he win over a few voters who picked Cagle in the first round? If so, who were these people?

Considering how much of a boost Kemp got in the runoff, did he win over a few voters who picked Cagle in the first round?

Definitionally, yes.

Cagle received 236,987 votes in the first round and 179,712 votes in the runoff, a decrease of 57,275.

Total votes decreased from 608,380 to 588,307, a decrease of 20,073 votes.

Therefore at least 37,202 first-round Cagle voters (the difference between these figures) switched to Kemp in the runoff. The actual number of switchers certainly was higher; this floor reflects that all those who stayed home for the runoff were first-round Cagle voters (unlikely).

Oh that's totally true! I'd forgotten that someone who didn't vote in the first round could vote in the second. So I suppose it's really impossible to answer the question.


As long we were're on the topic: is it the case in all states that have multi-round systems that someone who didn't vote in the first round still is allowed to vote in the second round?
