Be it enacted by the House of Representatives and the Senate of the Republic of Atlasia in Congress assembled,

SECTION I: NAME

1. This bill may be cited as the Protecting Innocent Tame Breeds from Unjust Laws and Liabilities Act, or alternatively, the PITBULL Act.

SECTION II: SUBSTANCE

1. All statutes and regulations which currently place additional legal restrictions, duties, penalties, or legal presumptions upon the keeper, owner or harborer of dogs based solely upon the breed of said dog, including but not limited to the breeds of dogs known as pit bulls, Rottweilers, Doberman pinschers, and Staffordshire terriers are hereby repealed.

2. Nothing in this act shall be construed to remove legal restrictions, duties, penalties, or legal presumptions upon the keeper, owner or harborer of any dog based on prior misconduct of that particular dog or owner.

Essentially - this gets rid of breed restrictions which are often unfairly placed on certain dog breeds seen as more "vicious" by certain towns and cities. This often amounts to requiring the dogs to wear muzzles or banning them altogether. The reality is that, with proper training and care, these breeds of dog are no more naturally predatory than any other. Breed restrictions are discriminatory against pitbulls and similar types.

This has my support, of course.

The issue has been litigated relentlessly these past few months, but the point still stands: breeds are not the problem. If we want to address the issues with dog ownership, there are many factors that need to be looked at, and no breed is inherently more vicious than another.

May the Senate entertain photo evidence and just look at this guy:

I support the concept of this to be sure, my position last time was one of preferring that the regional level statutes being debate and abolished at the regional level though. That being said I might be inclined to vote in favor of this, but the slow creep of centralization remains a ever present concern.
