In 1991, Incumbent Democratic Governor Ray Mabus lost to Republican Kirk Fordice.  Yet, Mabus carried the three coastal counties along the Gulf.  Those counties were already heavily Republican, and went heavily to Trent Lott when he was first elected Senator three years earlier.

Was Mabus just particularly popular on the coast, for some reason?

Mabus was more inclined to support the infusion of gambling in those counties.

The Gulf coast is more urban, and will usually stick around for just one more democrat. Similar to how they supported Gene Taylor in 2010 before going full red.
