Maybe against some candidates like Cruz or Walker but he surely would not have won against Trump as he was heavily disliked by Trump allies. Against Rubio, he has proven to be a weak debater as we have seen in the third Republican debate when they weight in Rubio’s voting record and I think Rubio would have won Iowa over Jeb as Iowa is too conservative evangelical for a moderate like Bush who may have won New Hampshire but with Nikki Haley’s endorsement, Rubio would win South Carolina and at that moment, the nomination would be decided for him and I think he would knock out Jeb in Florida.

Among the candidates that won a state (Trump, Cruz, Rubio, and Kasich), no, I don't think so. Jeb represents everything the Republican base was tired of.
