Voting shall commence at 12:00am, December 19th, 2005 and shall end at 11:59:59pm on December 25th, 2005. All times Eastern Standard.

States in this region: Maine, New Hampshire, Vermont, New York, Pennsylvania, New Jersey, Massachusetts, Rhode Island, Connecticut, Delaware

Amendment to Remove the Balanced Budget Requirement
