The best will include (in no particular order) UT, VA, MN, TX, NH, WA, NE and MA.

The worst two are definitely AL and IL in my book.

The head of each branch of government in AL was ousted for either adultery, corruption or violating the US Constitution between 2016-2017, but that doesn’t matter now does it?
