If all the electronic polls were connected to the Internet, it would be possible to know the result immediately after the polls close. However, polls are not connected to the Internet because of security motives. There is a danger of a hacker invade the system.
In Brazil, until 1994 there were paper ballots. It used to take 5 days to proceed 100% of the votes. Since 1996, there are electronic polls in Brazilian elections. Now, it takes 4 hours to proceed 100% of the votes. But in this time, we still count 2%, 10%, 20%, 50%, 80% of the votes. It is still not possible to count 100% of the votes immediately after the polls close because, as I told, there are the security concerns. Polls are not connected in order to avoid hackers. The vote is electronic, but there is still manual work. After the poll closing time, the poll worker removes a flopy disk from the machine, put it in a sealed package and takes it to the proceeding center. At the proceeding center, the data from the disk are sent to the electoral justice through an internal network (not the Internet). Then, all the results are calculated. That's why all of this process take 4 hours. And since the data of some polls are sent before the data of some other polls, we still count 2%, 10%, 20%, 50%, 80% of the votes.
