It hasn't, Lincoln hasn't passed their repeal yet. And the Southern law doesn't come into affect until Lincoln repeals and our law doesn't come into affect until the South repeals.

Per the Constitution I'm pretty sure the FM resigning more than 2 weeks before the elections forces new elections whether we like it or not.
