The question is not which regime is the bloodiest or which repressed more people (given that China has well over one billion people, it would be hard to beat for purely statistical reason). The question is which regime is overall most opressive toward its citizens, which naturally puts North Korea at the top and Eritrea is the closest you've got to this.
