Rudy is liberal on certain social issues but is essentially a conservative.  His conservatism came through strongly on the law enforcement issue.  

He has the same basic roster of enemies, and friends, that conservative politicians have.  Tax-paying, law-abiding citizens in New York love him, while those who are more prone to identify with those who are on welfare and break the law regard him as an enemy.
