Newt easily, he got a lot of things done as speaker even though there was a Dem President. Hastert on the other hand not only went 100% along with Bush/Cheney he never even tried to seemingly change their priorities(Like Paul Ryan did with Trump) and worst of all created the terrible Hastert Rule
