This bill passed the previous CoD 2-1-2, receiving support from both sides of the aisle, but was vetoed by the Tmth Administration. I am putting it forth again under this new administration in hopes that we can make law this time. This is a very important piece of legislation that will bring real equality to the region.

again, how do we define "superior quality"? This legislation is nebulous.

Simplest way would be a higher price, but open to other ideas.

Also who exactly is keeping a registry on what government offices use what brand of toilet paper?
Also this legislation actually means that the capitol and governors buildings have to have worse toilet paper than almost every other government office. With so many different government offices it is basically certain that every single toilet paper brand will have at least one random office buying their toilet paper. And if there are multiple products used then the Capitol and Governor must be given the worst that is used. So this legislation doesn't give equality, it actually means that when put into real world context the Capitol and Governor have to have the worst, cheapest nastiest brand on offer, even if almost every single office uses fancy brands, as all it needs is one random office getting cheap and nasty then the Capitol and Governor do too.
But more importantly why the hell is this necessary? Who gives a  about what toilet paper the Capitol uses. This is patently absurd, and utterly ridiculous.

The Legislators shouldnt be able to wipe their asses with unusually luxurious toilet paper while the rest of us are getting anal paper cuts off bulk purchased Koch brothers TP in a visitor center or park bathroom. ASV does make a valid point though that if we assume that all government offices are currently using different brands of Toilet Paper, then the Capitol Building would be forced to, under this law, have the same brand (or lesser brand) then the worst-off government building. This could evolve into a situation where some unimportant government building that like 3 people use buys cardboard equivalent toilet paper, which the regional capital is then forced to use. If the whole regional government structure wanted to do that, fine, but the capital should not be disadvantaged because of one bad egg.

What you seem to actually be getting at with this proposal is every building using the same toilet paper, though that's not what the Original Bill will actually do.


I withdraw my earlier amendment and will be offering a new one.
