in my opinion, Obama, not close.  Bill Clinton comes across like a southern preacher.  I understand some people think that's a good thing, they're wrong.

Bill Clinton was a sociopath with charisma. Obama was genuine and charismatic. So Obama by default

Clinton, despite both being insanely charismatic, and Obama being the better president.  Clinton reportedly had the whole "when you talk to him you feel like you are the only two people in the room" thing

This, can't say for certain if Obama was the better President (certainly wasn't internationally), but I would also add Obama's charisma, at least IMHO, was more limited than Clinton's in a sense that Obama was a very charismatic campaigner, but the charisma wasn't always there once he was off the campaign trail.
