The Democrats won Orange County in all R vs D statewide races last year.
Newsom also underperformed somewhat compared to the other Dem candidates in the R vs D match ups.

Betty Yee was the only Candidate to receive over 8 Million votes and got over 65% of the vote.

Kevin De Leon mostly won counties that are either heavily Hispanic or Republican, while Dianne Feinstein won the Coastal Metro regions of SF, SJ and SoCal.

I have a hunch that voters in those two counties in the north-eastern (upper-right) corner of the State, are predominantly trump supporters.
I believe they are Modoc and Lassen counties.
