In 1995, Clinton vetoed the Partial-Birth Abortion Ban Act. If he signed it, what would the 1996 map look like?

Most who would decide their vote on the issue vote Republican anyway, but there is a small positive effect for Clinton if he signs the bill.  The benefit is greatest among more socially conservative ancestral Democrats, allowing Clinton to narrowly hold on to Georgia.

That voters who wanted partial-birth abortion banned would never vote Democratic.

I wasn't saying they would never vote Democratic.  I was speaking specifically about Clinton - most of those animated by this issue would not vote for Clinton anyways given his stance on the abortion issue aside from partial-birth abortion.

The reason he gave was the bill only said the ban didn't apply to anything necessary to save the mother's life, and he wanted a more general health exception.

Dole/Kemp. 109 EV


This helps Clinton in the South and Plains but in the North, liberals defect to Perot in droves, fortunately for Clinton, his margins are large enough that this makes little difference
