Even if he declared a 'national emergency', given likely litigation it will be years before Trump can even begin to build his Wall, and by then he will only be able to do it if he is reelected.

They're still litigating land disputes for where Bush ordered fencing to be put in back when he was President. It will not be built during a Trump presidency on any land that isn't federally owned.

That's the unfortunate thing about that clip, they zoomed in too tightly on Trump while he rambled, so you don't get to see the looks on the faces behind him as he spouts his inventions.
