I mostly want to clarify that when a vacancy occurs, a special election isn’t activated until someone declares in the candidate declaration thread. This has been the de fecto interpretation under my tenure as FM but after last Tuesday, it’s best to codify this into law as some think I should open the voting booth if no one declares, which just leads to write in elections which have its fair share of things that make it a hassle, especially as an FM of a party that is not the most dominant in the region and said party is known for a dominant GOTV machine that has put write ins over declared candidates many times.

To clarify, this changes the time when an election would be held (no candidate, no election) but would still permit write in candidates to participate in the election?
