Sure, if a compelling candidate emerges, they should give it a shot in a good, non-anti-Trump environment for Republicans. They need a strong candidate, though. You need a year where turnout in New Bedford and Fall River is low such as 2014.

+100. I would only add, that, despite this area being not among the most liberal in the state, they need good (preferrably - moderate) candidate too, and that there are not many of them in stock.

IIRC - Republican candidate managed to get 45% here as recently as 2014. Even this year it was relatively "the best" Republican district in elections for House in Massachussets - not ideal (pro-life, and so on) Republican candidate still managed to get over 40%. Barnstable and Plymouth counties are relatively Republican (by state standards at least), so - base exist. Of course, Republican will need a coincidence of good year, good their candidate and bad - Democratic, but if it's possible anywhere in the state - it's here. Other possibilities (Worcester county-based or Essex county-based districts) are even less likely.

What did Warren get?
Keating is pretty strong but imo a moderate go per could win it in a very R leaning year.and I think baker would be favored in a neutral year.

Its however is a waste of money in general to compete in.

In a good Republican year, sure, and I don't think a Republican candidate with the right personal profile would even have to be that moderate to win this district, just not a full-fledged ALEColyte.

Yes, Republicans should spend lots of money in a district that Hillary and Obama both carried by double digits that they couldn't even win in 2010 or 2014.

It would have to be an open seat in midterm of a Democratic President against a weak Dem candidate.  And even then, it would probably only be a one term rental.

There is better Pub targets elsewhere, MA-09 as it presently stands would be a seat won as bonus rather then on the path to a majority. Therefore, they would be only lighting money on fire outside of friendly environments.
