If so, would he have won reelection in 2008? 2014? 2020?

Agree. Would be interesting to see a former prez in a lower office. But was Bill even a citizen of AR at the time? To the best of my knowledge, he was briefly considered Hillary's appointed successor in NY in 2009.

There's really no such thing as being a "citizen" of a state.  He would just have to be an "inhabitant" of the state at the time of the election.  He could pretty easily move to Arkansas before the election.

It's the same reason Rocky de la Fuente could run for Senate in nine different states.  If he won one of the primaries, he could just move to that state before the general election.

2002 was a referendum on impeachment. Pryor won because he was indep of the Clintons. No, Bill wouldnt have won, Hilary had won in 2000 for NY senate, just like Gore, he was seen as a liberal after presidency

That's a very good description of their posting style, actually.

If the 2002 election in Arkansas was a referendum on impeachment, it was one the Republicans lost.

Hypothetically it would be fascinating to see a Bill Clinton vs Asa Hutchinson matchup. But the answer here would be probably/likely yes. But not after 2008.
