Juries decide innocent and guilt, and judges determine compliance and non-compliance in terms of plea deals. Fail to comply, and you get much time in which to cry and plenty of cause for such.

He is trying to either throw himself at Mueller so the rest can get away or to force Trump to pardon him.

Manafort cannot be pardoned now. Part of his plea deal was to plead guilty to state crimes in CA, NY, and VA, so he can still be prosecuted by those states.
