I'm curious as to if there's any correlation between how eager a country was to embrace compulsory education and how "socialist" or "capitalist" it was.

Interesting avenue of inquiry. I suspect that the countries of Central, Eastern, and Southern Europe were relatively late, and these countries were most susceptible to fascism and milder forms of right-wing authoritarianism in the interwar period. The Austro-Hungarian Empire did not believe it had good incentive to have an educated populace.
